Lund University uses both national and local framework agreements. Both types of agreement are binding and shall be followed in accordance with the Lund University Purchasing Policy. Framework agreements are intended to facilitate purchasing and mean that the University can order directly from the agreement suppliers, sometimes by stating the agreement number or equivalent. In some categories there are agreements from multiple suppliers, and in these cases either the suppliers are ranked or quotes must be obtained from all.
The national framework agreements are drawn up by the Legal, Financial, and Administrative Services Agency (Kammarkollegiet) through a tender process. Kammarkollegiet is appointed by the Government to develop and manage a scheme of national assistance for public procurement and to spearhead the development of e-procurement.
The procurement assistance is intended to contribute to more efficient, quality-conscious and legally secure public procurement, and has a focus on delivering practical tools and guidance to both public agencies and suppliers.
